WhatsApp accepts media up to 16 MB — and then compresses it again with its own encoder. Pre-compressing to a target you control is the only way to keep your video looking good.
Larger files can still be shared as documents (up to 2 GB), but a document arrives as a dry download button — nobody watches those. For anything you want actually played in the chat or posted as a status, get it under 16 MB and under 30 seconds for status.

Here's what makes WhatsApp videos look bad: WhatsApp re-encodes every video you send with its own aggressive settings. If you send a 200 MB original, WhatsApp crushes it hard and the result is mush.
Pre-compress instead: bring the file to a sensible size yourself (say 8-14 MB for a short clip) at a quality you approved. WhatsApp's second pass then has far less work to do, and the difference is barely visible.
